Is it time to add Rashaad Penny to Seahawks’ list of disappointing high draft picks?

The Seahawks have had major hits in some of their recent drafts. But it is those ones at the top — the ones anticipated for weeks during endless draft coverage and speculation — that continually seem to fall flat.
